The reason for this is rather simple:

This is a Dev Board and the location of files change in relation to an issue that has been posted and addressed.

Therefore: this one Latest Build Thread and Menu
will always let testers have access to the latest file/files without having to track down where it is from what thread.

Going to that post and you expect to find the latest build but it points you to another post.
On another day, it may point to a different post and it gets kind of confusing as to whether you are downloading the latest build.

Isn't it better to centralized the location of your latest build e.g. your latest build post?
With link pointing here and there, link can get broken or point to wrong one or chaining link the in-thing. :)
